I do not think that possibly even His Excellency realises the indignation felt by the Chinese at the monstrous charges which have been made against them by

ignorant persons at home.

The District Watchmen Committee generally sits dumb and I usually have to elicit opinions with a sort of verbal bootjack. We had our last meeting on Wednesday last, and there was a very brisk discussion on the article which
